Sure, I could pick one date and time and get some of you to take part. But, I got a message that made me reflect... How about a virtual meeting... What if you could come in electronically and respond when is more convenient to you. We can set deadlines for decisions and move forward thereafter. I would love to do F2F (face-to-face meetings) but we are all active and it has been a while since we had 75+ percent participation. So, if you would permit and agree to try this out, I could coordinate with Owen and Kathy to figure out the best method to test this proposed alternative. This bulletin also requires agencies to report to NARA semi-annually on the status of their electronic records scheduling activities. (Above excerpt if from NARA Bulletin No. 2010-02, dated February 2, 2010). In FRTIB's RM work with File Plans and updating Records Schedules as needed, scheduling of electronic records is a part of the process. FIRM is in the process of soliciting speakers from NARA, AIIM, ARMA, and NAGARA among other possible information/records training providers. The plan is to have these speaker describe their curriculum/programs and alternate these briefing with the participation of an experienced information/records management officer to comment on aspects of their agency program. DRAFT - Program Template - FIRM COUNCIL's FALL 2010 FORUM Dear Omar and Kathy, Before sending the suggestions portion of this email to all Board members, I am sending it to you both in case there have been any further developments since the last communications received (this morning from Omar) and sent (my last emails on 9/24), regarding the FIRM Fall Forum. In order to send this email, I spent time over the weekend drafting my suggestions which follow, as I wish to do my part in voicing concerns regarding plans for the FIRM Fall Meeting, i.e., speakers and the time allotments. With Omar's ok, I will send my recommendations (section below), to the Board for their consideration also. In re-reviewing my 9/24/2010 response to your request for ideas on Template, I had afterthoughts of what I sent too quickly, particularly as I have concerns which I should have expressed at that time (9/24). I therefore ask you to please disregard the 10-minute time periods cited for examples given (please see excerpt from my 9/24 email below) for proposed NARA speaker and corresponding Records Manager per my intent to show their separate billing in the program. I believe (and know as a speaker myself), that 10-minutes is totally inadequate to explain a Records Management (RM) Training Program. In fact, after attending NARA's FORUM and BRIDG meetings, and hearing Bill Bridges give a 20-minute or more presentation on training (rather hurriedly), I cannot - in good conscience - ask him to speak for 10 minutes. Given further considerations about speakers (and now also for space), I offer suggestions/recommendations for the Board's consideration for the FIRM Fall Forum: Offered Suggestions and Recommendations for FIRM Fall Forum in November 2010 from Vivian A. Scott, Board Member Ref.: Additional Response (subsequent to discussions at FIRM Board Meeting on 9/23/2010) Re. Speakers (and now Space) for FIRM Fall Forum It has been a rewarding experience and privilege to serve as a Board Member of FIRM [Federal Records Information Managers Council] - which is a much-needed Advisory Group for the Federal Records Management community. That is specifically why I joined FIRM Council (attending meetings of the FIRM Council and also participated as a Friend of Firm since 2006), because I understood it is for the federal records community, e.g., to help agencies needing guidance in navigating through the vast sea of advanced technology engulfing agencies beset with RM responsibilities. I understood that by sharing and interfacing with other federal agencies, benefits would be mutually possible. As I am now in my second term on the FIRM Board, it has become even more apparent to me [a federal RM professional who has served at the FRTIB for over 20 years, with prior 15-years of quasi-government service at the National Research Council], ) that the FIRM Council could truly benefit by having its Board of Directors enhanced by federal professionals from the National Archives and Records Administration (NARA). I highly recommend that more NARA RM and IT professionals be invited to serve on the FIRM Board. It is according to this conviction that I offer that the FIRM Fall Forum - with its determined (and approved by FIRM Board Members) topic of: "Professional Development for the Modern Records Officer" could achieve enormous success by having on-target, exemplary speakers from NARA who totally understand what is required for the "Modern Records Officer." Further, I would like to suggest that the title be specifically enhanced to its appropriate audience, i.e.: Professional Development for the Modern Federal Records Officer The program should also include RM-function training information as possible - in addition to NARA's courses, e.g., to emphasize the wealth of information available in NARA Bulletins, Toolkit, and Resources [some of these items I distributed to Board in my referenced 2 email above]. There is an array of exemplary experts in the state-of-the art of electronic technology that I can recommend from NARA - who would make vital contributions to the FIRM Fall Forum: - William Bridges, Director, NARA's National Records Management Training Programs - Paul Wester, Jr., Director of NARA's Modern Records Program - Laurence Brewer, Director of NARA's Life-Cycle Management Division - Michael J. Kurtz , Assistant Archivist for Records Services, NARA, College Park - John McEvoy, IT Specialist, NARA/WNRC - Lynnette Eaton, ERA Program Management Office, NARA, College Park Further, with respect to Records Managers who could contribute with actual hands-on experience in modern records programs, I suggest several (and could add more if needed): - Scott Diegel, FRC IT Director (re. ARCIS) - Edwin McCeney, Records Manager, Department of the Interior (Capability Model) - Catherine Teti, Catherine Teti, Managing Director of Knowledge Services at Government Accountability Office - Jeanette Plante, Director, Office of Records Management Policy, Department of Justice In light of the current, increasing electronic records regulations, and IT technology juxtaposed with social culture changing our federal work place, federal RM personnel need as much help as possible - and what better source than the oversight agency responsible for functions/tasks that federal employees are required to follow. The above experts, who all have experience speaking at federal events, would be the vital core for the FIRM Fall Forum. Several presentation examples are attached, including my notes taken at the DGI Conference, March 2009, and a NARA Forum in 2008 (on ARCIS). I also include NARA's Report on Web 2.0 technology in which FIRM Board members expressed interest at the 9/23 meeting. With respect to time allotted to speakers, my suggestion is at least 20 minutes per speaker. When considering that FIRM is holding a Fall FORUM - there should be a time set within that 20-minute allotment for questions from the audience, otherwise it is not a genuine "Forum" for participation. In my federal RM Specialist position, I have been serving FIRM as a good-will, communications liaison for NARA, i.e., to attempt to provide the Board my Notes of NARA's BRIDG meetings attended and Resources materials gathered. NARA's current, state-of-the-art technical information, if optimally utilized by federal agencies, will greatly assist and guide in gaining momentum towards e-recordkeeping requirements. For example, prior to attending the Sept. 23, 2010 FIRM Board Meeting, I prepared and issued notes with attachments of materials relevant to NARA's mandate for agencies to report on the status of their electronic records. This is a real, current, mandatory issue whereby the FIRM Council could assist agencies, e.g., at the Fall Forum - with its much-needed training topic. Specifically, as NARA is requiring more agency reporting to work towards its responsibility according to the Federal Records Act entailing the Code of Federal Regulations, federal agencies do not have an option to work outside federal laws, codes, regulations and procedures. Therefore, I reiterate my suggestion that there be a major focus on training to comply with federal mandates, presented by appropriate and knowledgeable NARA officials -- so agencies can stay on track by gaining valuable information and insight from NARA. When considering that NARA has -- in addition to other mandated agency reporting -- implemented the "Status of Electronic Recordkeeping Systems" semi-annual reporting, agencies need assistance to gain education and experience for what software is needed (for which NARA also recommends and has studies on it). As an ~21-year FRTIB employee, who completed NARA's 6-course Records Management Training, passing the 5 exams at the A level, in addition to advanced courses, vital records courses, etc., I reiterate my suggestion that the FIRM Board conduct the Fall Forum Program with NARA training specialists, in addition to RMOs who are certified by NARA's training programs. These suggested individuals are eminently qualified to provide guidance and information to Forum attendees. Space Suggestion Finally, with respect to suggesting a place to hold the FIRM Fall Forum, I highly recommend NARA's McGowen Theatre, which would accommodate a large group of attendees. If there are a number of NARA speakers on a program recommending NARA training courses, etc. NARA staff may be able to accommodate the FIRM Fall Forum participants. Thank you, Omar and Kathy, for reading this lengthy email. Omar, please let me know if I have your approval to distribute to the Board members. Your response, if possible, by September 29, 2010 would be appreciated as I will be out of town, 9/30 through 10/17. With all best wishes to you both, Vivian ________________________ Excerpt from V. Scott's 9/24/2010 email - as of September 28, 2010, I am negating my suggestion for "10 minutes per speaker" which I believe is insufficient allotment. : Re. Request for Review of Drafted Program Template - 4 points are offered: 1. Please know that I realize this is a first draft and very well done, too. In recalling Omar's design for speakers' presentations at the FIRM Fall Meeting, I understood at our meeting yesterday there are to be two slots for each organization, e.g., 1) an expert official in charge of training program; and 2) an RMO or Records Manager from same federal agency or organization. For example, for NARA's time slot, I recommended Bill Bridges, and following his presentation, a RMO would give a brief summation of how they implement/oversee federal RM requirements within their respective agency. However, the way the speakers are listed for time slots within the first draft Program, that does not seem clear, perhaps because a one time of 20 minutes is given for two people, e.g.: * Credentials and Training available through AIIM (20 min.) o Discussion of application by accredited RM * Credentials and Training available through IIMC / NAGARA (20 min.) o Discussion of application by accredited RM * Credentials and Training available through NARA (20 min.) o Discussion of application by accredited RM. May I suggest the following structure: * Credentials and Training available through NARA (Presentation by Official Training Director, Federal Agency) (10 min) [in this case, if he accepts, it would be: (Presentation by Bill Bridges, Director, National Records Management Training Program, NARA) o Discussion of application, implementation and oversight by accredited Records Management Office @ Federal Agency (10 min.) [in this case, if he accepts, it would be: (Discussion by Edwin McCeney, Records Management Officer, Department of the Interior) Giving this breakdown (10 minutes/speaker) would also confirm an allotted time for each speaker, otherwise there may be a problem. Attributing language of "presentation" and "discussion" too to each appropriate speaker helps make it clear for people looking at the program. 2. I recommend a copy of the FIRM brochure be attached to written invitations (e.g., emails) to potential speakers. I plan to attach one to my email invitation to Bill Bridges and the RMO chosen as part of the NARA time slot. 3. In considering an RMO for the discussion segment, perhaps it would be good to ask the presenter for their recommendation. Could you or Omar please provide a planned meeting site to add to information given to Bill Bridges when I contact him? I would like to send an invitation to Bill Bridges by Tuesday or Wednesday of next week (9/28 or 9/29). Also, if Omar and Board members approve, I could also invite Edwin McCeney as an RMO speaker as part of NARA program - unless Omar prefers I ask for a recommendation from Bill Bridges. 4. Of course, as everyone already knows, enhancing the FORUM flyer with FIRM logo, attractive format and colorful font is desirable. Vivian A. With respect to time allotted to speakers, my suggestion is at least 20 minutes. When considering that FIRM is holding a Forum - there should be a time set within that 20-minute allotment for questions from the audience, otherwise it is not a genuine "Forum" for participation. In my federal RM Specialist position, I have been serving FIRM as a good-will, communications liaison for NARA , i.e., to attempt to provide the Board my Notes of NARA's BRIDG meetings attended and Resources materials gathered. NARA 's current, state-of-the-art technical information, if optimally utilized by federal agencies, will greatly assist and guide in gaining momentum towards e-recordkeeping requirements. Therefore, I reiterate my suggestion that there be a major focus on training to comply with federal mandates, presented by appropriate and knowledgeable NARA officials -- so agencies can stay on track by gaining valuable information and insight from NARA . For example, for NARA 's time slot, I recommended Bill Bridges, and following his presentation, a RMO would give a brief summation of how they implement/oversee federal RM requirements within their respective agency. May I suggest the following structure: * Credentials and Training available through NARA (Presentation by Official Training Director, Federal Agency) (10 min) [in this case, if he accepts, it would be: ( Presentation by Bill Bridges, Director, National Records Management Training Program, NARA ) o Discussion of application, implementation and oversight by accredited Records Management Office @ Federal Agency (10 min.) [in this case, if he accepts, it would be: ( Discussion by Edwin McCeney, Records Management Officer, Department of the Interior) Giving this breakdown (10 minutes/speaker) would also confirm an allotted time for each speaker, otherwise there may be a problem. 4. I did check on the availability of GAO's auditorium for the FIRM forum in November. Unfortunately, this is a busy time for GAO and the auditorium isn't available for any of your suggested dates. Would NARA have any available space? Good luck with the forum. I'm sorry we couldn't be of assistance. Per our brief telephone conversation, FIRM is planning a fall forum for November. The suggested dates were the 9th. 16th. or 18th of the that month. The topic will be " Professional Development for the Modern Records Officer ." FIRM is in the process of soliciting speakers from NARA , AIIM, ARMA, and NAGARA among other possible information/records training providers. The plan is to have these speaker describe their curriculum/programs and alternate these briefing with the participation of an experienced information/records management officer to comment on aspects of their agency program. The estimated time of duration is 3.5 hours and, if possible, we would prefer a morning event. Thank you again for your consideration. Please let me know if you have any questions. - Omar Omar Herran, Chair FIRM Council Board of Directors Omar Herran Judiciary Records Officer 202-502-3400 -------------- next part -------------- An HTML attachment was scrubbed... Briefly describe your group, your wiki, and what you use it to do: We are a group of scientific, industry, and education professionals who are seeking to overcome barriers to bringing new technology to market. Our project is one of many under the Workforce Innovation in Regional Economic Development (WIRED) initiative of the Department of Labor. We used tech transfer concepts to develop the wiki's organization and framework, and wiki templates to pre-populate pages with standard reoccurring content that guides pedagogy specific to our audiences. We initially gathered about 200 existing resources in the wiki, cataloged them, and then began shaping them for classroom/training room delivery. Educators are participating in pilot programs to use the wiki delivered content in their existing business and technology courses. Specific entrepreneur groups are starting to add their blog content to the wiki for development of new curriculum and ideas. The wiki format allows us to bring together dynamic curriculum and processes for teaching tech transfer concepts. 2. Besides the Edit button, which wiki feature is your favorite? The tag cloud because it affords a great way to manage and navigate the content, the tags were developed from the mapped tech transfer concepts, the concepts are kind of the backbone of the wiki delivered content and its organization. My most recent one came when my fianc? and I decided to plan our wedding on a wiki. We used our wiki for everything ? researching and linking to vendors, embedding a spreadsheet with our guest list, and editing the text for our invitations and programs. My "Aha" moment came one Saturday when my fianc? and I sat down to a to-do list that seemed longer than the number of hours available ? contact officiant, send in text for invitations, etc., etc. But, to our delight, we breezed through the list. The beauty of the wiki was in its ability to store all the tiny details involved in planning a wedding. We didn't have to search around for small pieces of paper or email threads and we didn't have to redo lost work. The wiki was so easy to edit that if we thought of something while on the run, we could edit it, quickly add a note, and come back to it later. If we were traveling and needed to do something related to the wedding, all our information was there waiting for us. And as the wedding day approached, the wiki made delegation a cinch. We just invited people to the wiki and they instantly had access to all the information about the day. The wiki simplified our lives a lot and made the whole process of wedding planning a lot of fun. If I ever need to plan a large event again, I'm definitely going with a wiki. Sarah What will you do with your next wiki? Image removed by sender.
